It is my honor to be invited to deliver a keynote speech at this forum under the theme of ‘Next Hallyu: The Next Stage of ASEAN-Korea Exchange and Cooperation.

Taking this opportunity, I would like to express my thanks and appreciation to NAETF and I wish this afternoon’s Forum a great success.

This Forum is very timely as ASEAN and ROK are marking the 35th anniversary of our partnership this year.

Over the years, the relationship between ASEAN and ROK has been further strengthened and expanded, covering nearly all areas of cooperation.

The ASEAN-ROK relationship reached a new height with the signing of the Joint Declaration on Comprehensive Cooperation Partnership at the 8th ASEAN-ROK Summit on 30 November 2004 in Vientiane. It was 20 years ago, but I still vividly remember this significant event, as I was a director at the Lao ASEAN Department at the time.

20 yers apart this year, ASEAN-ROK will elevate to another higher level of partnership, namely “Comprehensive Strategic Partnership”, at the ASEAN-ROK Summit in Vientiane to be held this October.

Twenty years later, in 2024, as part of our strengthened bond and friendship, I am now standing at the building of the National Assembly at the Forum to connect Korea and ASEAN through content and ICT.At the 23rd ASEAN-ROK Summit in November 2022, the ROK announced its Indo-Pacific Strategy, which envisions the Indo-Pacific as a region of peace, freedom, and prosperity.

The ROK’s Korea-ASEAN Solidarity Initiative(KASI) is a key point of the ROK’s Indo-Pacific Strategy, aiming at strengthening ASEAN-ROK relations. Our relations are comprehensive, covering political and security cooperation, economic cooperation, and socio-cultural cooperation.

Ladies and Gentlemen,

On socio-cultural cooperation, ASEAN and the ROK emphasize people-to-people exchanges to deepen friendship and understanding among their people. Various projects and activities have been undertaken to increase people-to-people exchange between the two sides, including annual programs such as the ASEAN-ROK Media People-to-People Exchange Programme and the ASEAN-ROK Film Leaders Incubator, both of which have been implemented since 2012.

In this connection, I would like to take this opportunity to express my gratitude and appreciation to the government and people of Korea, especially to the National Assembly, for their valuable support to all ASEAN countries individually and ASEAN as a whole.

These supports and assistance have greatly contributed to the socio-economic development in ASEAN as well as to the enhancement of people-to-people exchanges between ASEAN and ROK.

Ladies and Gentlmen,

Lao PDR, as the chair of ASEAN, has determined the theme “Enhancing Connectivity and Resilience”.

This theme is not only crucial for fostering a more integrated and robust ASEAN community but also for ensuring our region’s long-term sustainability and prosperity. Under the theme of “Enhancing Connectivity,”

we have identified four key priorities

1.Integrating and Connecting Economies: Promoting economic integration and connectivity across ASEAN to ensure seamless cooperation and growth. This willenhance our collective economic strength and make our markets more accessible.

2.Forging an Inclusive and Sustainable Future: Advancing inclusive policies andsustainable practices to benefit all member states. This involves ensuring that growth and development reach all sectors of our societies, leaving no one behind.

3.Transforming for the Digital Future: Embracing digital transformation to keep pace with global technological advancements. By leveraging digital technologies, we canenhance efficiency, foster innovation, and prepare our economies for futurechallenges.

4.Culture and Arts: Promoting the role of ASEAN culture and the arts to foster inclusion and sustainability, highlighting the importance of our shared cultural heritage. This not only preserves our rich histories but also builds bridges ofunderstanding and appreciation among our peoples.

Under “Enhancing Resilience,” we focus on five priorities

1.Development of Strategic Plans to Implement the ASEAN Community Vision 2045:Laying the groundwork for a resilient and prosperous ASEAN by 2045. Thisincludes creating comprehensive strategies to navigate future challenges andopportunities.

2.Enhancing ASEAN Centrality: Strengthening ASEAN’s central role in regionalaffairs and its global standing. This ensures that ASEAN remains a key playeron the international stage, shaping policies and decisions that affect our region.

3.Promoting Environmental Cooperation: Climate Change Resilience: Addressingclimate change through cooperative and sustainable practices. Climate resilience is crucial for safeguarding our communities and natural resources.

4.Women and Children: Promoting the role of women and children in transforming ASEAN’s behavioral norms and ensuring equitable growth. Empowering women and children is vital for achieving a just and prosperous society.

5.Health: Transforming ASEAN health development resilience to adapt to newchallenges and contexts. Strengthening our healthcare systems ensures that wecan effectively respond to health crises and improve the well-being of our populations.

We also welcome Lao PDR’s Priority Economic Deliverables for its Chairmanship, particularly the progress on the establishment of the ASEAN Power Grid. This initiative is crucial for ensuring energy security and sustainability across our region.

Ladies and Gentlemen,

My remarks would not be complete without mentioning the extraordinary success of the Korean Wave in the world, and in particular, the ASEAN region.

The power of culture and Korean content, including dramas, movies, entertainment, and animation, has been enchanting viewers across the globe. From ‘Squid Game’ to ‘The Glory’ to ‘Extraordinary Attorney Woo,’ the diverse array of genres like zombies, horror, crime, and narratives spanning from human-centered and historical dramas to entertainment shows, have won over international audiences.

K-Pop content, such as BTS, Blackpink, and many more groups, has garneredfollowers around the world and broken many internet records. Not to mention K-beauty products and K-slang. Such widespread appeal underscores the burgeoning potential of K-content.

These rich and vast experiences, driven by both public and private sectors in Korea, can be shared and exchanged with ASEAN to further enhance our collaboration and cooperation for the mutual benefit of both sides.

looking ahead, there are several key areas where we can focus our efforts to enhance cultural exchange:

1.Educational Exchange Programs: Expanding scholarships and exchangeprograms for students and academics to study and teach in each other’s countries. This will build a foundation of mutual understanding and respectamong future generations.

2.Cultural Festivals: Organizing annual cultural festivals that showcasethe diverse traditions of ASEAN countries and Korea, fostering a deeperappreciation for our shared heritage. These festivals can serve as a celebration of our cultural richness and a testament to our unity.

3.Media Collaborations: Encouraging joint productions in film, television, andmusic that highlight the unique stories and talents of our region. Media collaborations can amplify our voices on the global stage and share our narratives with the world.

4.Tourism Promotion: Developing tourism campaigns that highlight the cultural treasures of ASEAN countries and Korea, encouraging people-to-people connections. Tourism not only boosts our economies but also deepens interpersonalties and cultural understanding.

Ladies and Gentlemen,

Cultural exchange is a foundation for peace, prosperity, and unity in our region. By embracing our cultural diversity and fostering mutual understanding, we can build a brighter future for all our citizens.

Let us move forward with a renewed spirit of cooperation and cultural exchange. Together, we can achieve great things and create a legacy of unity and understanding for future generations. Thank you for your attention and dedication to this important cause.

올해 한국과 아세안이 동반자 관계를 맺은 지 35주년을 맞이한 만큼, 이번 포럼은 매우 시의적절합니다.

그동안 한-아세안 관계는 거의 모든 협력 분야에 걸쳐 더욱 강화되고 확대되어 왔으며, 2004년 11월 30일 비엔티안에서 열린 제8차 한-아세안 정상회의에서 '포괄적 협력 동반자 관계에 관한 공동선언'이 서명되면서 한-아세안 관계는 새로운 전기를 맞이했습니다.

20년 전의 일이지만, 당시 라오스 아세안과의 국장이었던 저는 아직도 이 뜻깊은 행사를 생생하게 기억하고 있습니다.

그로부터 20년이 지난 올해, 한-아세안은 오는 10월 비엔티안에서 열리는 한-아세안 정상회의에서 '포괄적 전략적 동반자 관계'라는 한 단계 높은 수준의 파트너십으로 격상될 예정입니다.

20년 후인 2024년, 더욱 돈독해진 우리의 유대감과 우정의 일환으로 저는 오늘 콘텐츠와 ICT로 한국과 아세안을 연결하는 포럼을 위해 국회의사당에 서 있습니다.

2022년 11월 제23차 한-아세안 정상회의에서 대한민국은 인도-태평양을 평화, 자유, 번영의 지역으로 구상하는 '인도-태평양 전략'을 발표했습니다.

한국의 한-아세안 연대 이니셔티브(KASI)는 한-아세안 관계 강화를 목표로 하는 한국 인도-태평양 전략의 핵심입니다. 정치-안보 협력, 경제 협력, 사회-문화 협력을 포괄하는 포괄적 관계입니다.

신사 숙녀 여러분,사회문화 협력에 있어 한국과 아세안은 국민들 간의 우정과 이해를 심화시키기 위해 인적 교류를 강조하고 있습니다.

2012년부터 시행된 한-아세안 미디어 인적교류 프로그램과 한-아세안 영화인 인큐베이터와 같은 연례 프로그램을 포함하여 양측 간 인적교류 증진을 위한 다양한 사업과 활동들이 진행되어 왔습니다.

이와 관련하여, 저는 이 자리를 빌어 한국 정부와 국민, 특히 국회가 아세안 국가 개별적으로 그리고 아세안 전체에 소중한 지원을 해주신 데 대해 사의를 표하고 감사의 말씀을 드리고자 합니다.

이러한 지원과 도움은 아세안의 사회경제적 발전과 한-아세안 간 인적 교류 증진에 크게 기여해 왔습니다.아세안 의장국인 라오스는 올해 주제를 '연결성과 회복력 강화'로 정했습니다. 이 주제는 보다통합되고 강력한 아세안 공동체를 육성할 뿐만 아니라 우리 지역의 장기적인 지속 가능성과 번영을 보장하기 위해 매우 중요합니다.

'연결성 강화'라는 주제 아래 다음과 같은 네 가지 핵심 우선순위를 확인했습니다.

1.경제 통합 및 연결: 원활한 협력과 성장을 보장하기 위해 아세안 전역의 경제 통합과 연결성을 촉진
합니다. 이를 통해 우리의 공동 경제력을 강화하고 시장 접근성을 높입니다.

2. 포용적이고 지속 가능한 미래 구축: 포용적인 정책과 지속 가능한 관행을 발전시켜 모든 회원국에
게 혜택을 제공합니다. 여기에는 성장과 발전이 우리 사회의 모든 부문에 도달하여 누구도 뒤처지지
않도록 보장하는 것이 포함됩니다.

3. 디지털 미래를 위한 혁신: 글로벌 기술 발전에 발맞추기 위해 디지털 혁신을 수용합니다. 디지털
기술을 활용하여 효율성을 높이고 혁신을 촉진하며 미래의 도전에 대비할 수 있습니다

.4.문화와 예술: 포용과 지속가능성을 촉진하기 위해 아세안 문화와 예술의 역할을 장려하고, 우리가

"회복력 강화"에서는 다섯 가지 우선순위에 중점을 둡니다.

을 위한 토대를 마련합니다. 여기에는 미래의 도전과 기회를 탐색하기 위한 포괄적인 전략 수립이 포
함됩니다.

2.아세안 중심성 강화: 지역 문제에서 아세안의 중심적 역할과 글로벌 위상 강화. 이를 통해 아세안은
국제 무대에서 핵심적인 역할을 수행하며 우리 지역에 영향을 미치는 정책과 결정을 형성합니다.

3.환경 협력 증진: 기후변화 회복력: 협력적이고 지속 가능한 실천을 통한 기후 변화 대응. 기후 회복
력은 지역사회와 천연자원을 보호하는 데 매우 중요합니다.

4.여성과 어린이: 아세안의 행동 규범을 변화시키고 공평한 성장을 보장하는 데 있어 여성과 아동의
역할을 장려합니다. 여성과 아동의 역량 강화는 정의롭고 번영하는 사회를 달성하는 데 필수적입니
다.

5.보건: 새로운 도전과 상황에 적응할 수 있도록 아세안 보건 개발의 회복력을 혁신합니다. 보건의료
시스템을 강화하면 보건 위기에 효과적으로 대응하고 국민들의 복지를 개선할 수 있습니다.
우리는 또한 라오스의 의장국 우선 경제 성과, 특히 아세안 전력망 구축에 대한 진전을 환영합니다.

방탄소년단, 블랙핑크, 그리고 더 많은 그룹과 같은 K-Pop 콘텐츠는 전 세계 팔로워를 확보하고 수
