As more and more people turn to streaming services, terrestrial broadcasters are in trouble. Younger generations are watching TV content on streaming services rather than on TV.  The dominance of streaming services in the broadcast market is a global phenomenon.

The UK is no exception. In a country that values TV as a public service, it has been argued that 'terrestrial TV' has reached its limits. Competition from streaming services such as

Netflix and Amazon Prime Video has left terrestrial TV in the dust, and it has lost the lead in content distribution. The public service has also suffered from dismal reach rates, and it's been suggested that the UK government needs to come up with a plan to help terrestrial broadcasting or it will be unable to fulfill its current role. Terrestrial TV is an essential service for those who cannot subscribe to streaming services.

[In 2028, UK 16-24 year olds will watch just 13 minutes of live TV per day].

According to a report published on May 9, 2024 by the UK's broadcasting and communications regulator OFCOM, the average time spent watching live TV by UK adults aged 16 to 24 in 2023 plummeted from 69 minutes in 2018 to 22 minutes in 2023. The generation that watches more than 100 minutes of live TV per day is already middle-aged (45-54+).

점점 더 많은 사람들이 스트리밍 서비스를 이용함에 따라, 지상파 방송사들이 위기에 빠졌다.

젊은 세대들은 TV콘텐츠를 TV가 아닌 스트리밍 서비스를 통해 보고 있다.  스트리밍 서비스가 장악하고 있는 방송 시장은  글로벌적인 현상이다.

영국도 예외가 아니다. 공적 서비스로서 방송의 역할을 중시하는 영국은 ‘지상파 방송’의 운영이 한계에 왔다는 지적이 나오고 있다.

넷플릭스, 아마존 프라임 비디오 등 스트리밍 서비스와의 경쟁에 지상파 방송은 완전히 밀려, 콘텐츠 유통 주도권을 빼앗긴 지 오래다. 공적 역할 역시, 하염없이 떨어지는 도달율에 어려움을 겪고 있다.

때문에 영국 정부가 지상파 방송을 돕는 특단의 대책을 내놓지 않으면 현재의 역할을 수행하지 못할 것이라는 지적이 나온다. 하지만 지상파 방송은 스트리밍 서비스를 구독하지 못하는 이들에게는 필수 서비스다.

영국 방송 통신 규제 기관 오프콤(ofcom)이 발간한 지난 2024년 5월 9일 발간한 보고서(Future-of-TV-Distribution-Report-to-Government.pd)에 따르면 2023년 현재 영국 16세에 24세 영국 성인의 라이브 TV 시청 평균 시청 시간은 2018년 69분에서 2023년 22분으로 급감했다. 하루에 실시간 라이브 TV를 100분 이상 보는 세대는 이미 중년(45~54세 이상)이다.
