FTC, 빅테크 AI 투자 관련 불공정 조사…빅테크 로비 자금도 급증(FTC investigates unfairness in big tech AI investments...big tech lobbying money soars)

Generative AI, which can create images, videos, and text on command, is spreading across all areas of society. On January 24, 2024, the federal Federal Trade Commission (FTC), a U.S. government regulatory agency, announced that it will investigate Big Tech companies that are investing in AI startups.

Investigating whether their investments were appropriate, or whether they were made in a way that eliminated competitors or created barriers to entry for newcomers. The lure of using their services (cloud) as a bait for investment is also under scrutiny.

This is to prevent the intention of massively investing in AI startups to kill them or take over the market. Big tech companies are watching the government closely and lobbying harder. Big tech's government lobbying is focused on AI regulation, privacy, and content moderation policies.  

Big tech companies spent $68 million ($90.9 billion) in 2023 lobbying Congress, governments, etc.

주어진 명령에 따라 이미지, 비디오 텍스트를 만들 수 있는 생성AI가 전 사회 영역에 확산되고 있다. 이런 가운데 미국 정부 규제 기관인 연방 공정거래위원회(FTC)가 2024년 1월 24일 AI스타트업에 투자하고 있는 빅테크(Big Tech) 기업들을 조사하겠다고 밝혔다.

이들의 투자가 적절했는지 혹은 경쟁사를 없애거나 후발 기업들에게 진입 장벽을 만드는 방식으로 투자가 이뤄졌는 지를 조사하는 것이다. 투자를 미끼로 자신들의 서비스(클라우드)를 쓰게 만드는 것도 조사 대상이다.

막대한 자금을 AI스타트업에 대량 투자해 기업을 죽이거나 시장을 장악하려는 의도를 막기 위해서다. 빅테크들은 정부의 움직임을 예의주시하면서도 정부에 대한 로비를 강화하고 있다. 빅테크 기업들은 2023년 6,800만 달러(909억 달러)를 의회, 정부 등에 대한 로비에 투자했다

FTC의 이번 조사는 구글, 마이크로소프트, 아마존, 오픈AI, 앤프로픽을 겨냥한 FTC의 조사는 당국의 규제로 이어질 수도 있다는 분위기다. 리나 칸 위원장이 신흥 기술 시장에 대한 반독점 규제를 강화하고 있기 때문이다.

챗GPT(ChatGPT( 및 이와 유사한 AI 서비스를 지원하는 대량 언어 모델(LLM)을 구축하려면 엄청난 컴퓨팅 성능이 필요하고 막대한 비용이 든다.  이에 빅테크들은 AI스타트업에 투자한 뒤 기술을 독점해 다른 경쟁사들이 이 시장에 들어오지 못하도록 막기도 한다. 투자가 진입장벽이 되는 셈이다.
